4. HUD/FHA Mobile Home Foundation Certification
The scope of a HUD/FHA Mobile Home Foundation Certification includes verifying that the foundation of a manufactured home is present, permanent, and structurally adequate.
In many cases, a foundation certification is required for a manufactured home to verify that the foundation is permanent and properly supports the structure.
A permanent foundation is constructed of durable materials, such as concrete, mortared masonry, or treated wood, and is built on site. Because a manufactured home is not site-built, it is important to verify that its foundation meets the applicable HUD/FHA requirements.
HUD requires the foundation of a manufactured home to have attachment points that anchor and stabilize the home and transfer all applicable loads to the underlying soil or rock. The foundation design must comply with applicable FHA guidelines.
For existing manufactured homes, a licensed professional engineer may be required to certify that the foundation meets FHA requirements. The HUD Permanent Foundations Guide for Manufactured Housing, Publication Number HUD-007487, provides the basis for the FHA permanent foundation requirements.
Permanent foundations must be structurally developed in accordance with the applicable HUD requirements or structurally designed by a licensed professional engineer.
